What is the Advance Authorisation Scheme?

The Advance Authorisation (AA) Scheme is one of India's major export promotion mechanisms under the Foreign Trade Policy. It allows exporters to import raw materials, components, and other inputs required for the manufacture of export goods at zero customs duty (Nil basic customs duty). The scheme is available to both manufacturer exporters who make the goods and merchant exporters tied to a supporting manufacturer.

Advance Authorisation can be applied for on two bases: (1) SION (Standard Input Output Norms) basis — where DGFT has published standard input norms for the export product in the Handbook of Procedures, or (2) Self-declaration or actual consumption basis — where no SION exists and the exporter declares actual input requirements certified by a Chartered Accountant. The licence is issued by the DGFT Regional Authority and must be endorsed by customs at the port of import before any duty-free imports begin. The exporter has 18 months to fulfil the Export Obligation.

Advance Authorisation allows zero duty import of raw materials and inputs that are physically incorporated into the exported product. EPCG allows zero duty import of capital goods (machinery and equipment) used for production. Both can be held simultaneously — EPCG for machines and AA for raw materials — giving a manufacturer a completely duty-free production setup.
The exporter must export finished goods of a value at least 115% of the total CIF value of all inputs imported under the AA, within 18 months from the date of first import. The export must be of the specified product made using the imported inputs. Deemed exports to EOU, SEZ, or against EPCG are also eligible with conditions.
If EO is not fulfilled by the 18-month deadline, full customs duty on all duty-free imports becomes payable, plus interest at 15% per annum from the date of each import. To avoid this, an EOP (Export Obligation Period) extension must be applied to DGFT with composition fee before the 18-month period expires.
Yes. Merchant exporters who do not have their own manufacturing facility can obtain Advance Authorisation if they have a tie-up with a supporting manufacturer. The manufacturer's factory address is typically mentioned in the AA, and the duty-free inputs are used at the supporting manufacturer's premises.
EODC (Export Obligation Discharge Certificate) is a certificate issued by DGFT confirming that the export obligation under an Advance Authorisation has been completely fulfilled. To obtain EODC, the exporter files a redemption application with DGFT after completing all exports, providing shipping bill numbers and e-BRC details for all exports made. EODC closes the AA licence and formally ends the compliance obligations under it.
